One honest limit: our index is domain-level, so we can't read anchor text or detect site-wide footer links the way a page-level crawler does. Before you disavow anything, read this

Disavowing is the one SEO action that can actively make things worse, because it is the only one where you tell Google to stopcounting something. Google's own position has been consistent for years: its ranking systems already ignore the overwhelming majority of spam links, so most sites never need a disavow file at all. Uploading a broad one — a whole TLD, every low-DR domain, everything you did not recognise — routinely removes links that were quietly helping.

Treat this report as a shortlist to review, not a list to submit. There are really only two cases where acting is justified: you have a manual actionfor unnatural links in Search Console, or you know links were bought or negative-SEO'd at your site and you cannot get them removed. Outside those two, the correct action is usually nothing.
